You know how after you raise it, the floating chest kind of blinks out of existence for a second and then reappears as a Recovered Treasure Chest? THAT is when it rolls to see if it's going to contain vaultstones, a shipwright bag, or a tradepack. The thing is, what they contain isn't decided until you RAISE them. In that case, definitely! There are really only two types of Sunken Treasure Chests: the "static" chests that appear around the shipwrecks, and the "random" chests that are scattered individually across the ocean floor.
